The original version of Quran 4:95 was quickly replaced:

Narrated Al-Bara:

There was revealed: 'Not equal are those believers who sit (at home) and those who strive and fight in the Cause of Allah.' (4.95) [Note:  this is the initial version of Quran 4:95]
The Prophet said, "Call Zaid for me and let him bring the board, the inkpot and the scapula bone (or the scapula bone and the ink pot)."' Then he said, "Write: 'Not equal are those Believers who sit..", and at that time 'Amr bin Um Maktum, the blind man was sitting behind the Prophet . He said, "O Allah's Apostle! What is your order For me (as regards the above Verse) as I am a blind man?" SO, INSTEAD OF THE ABOVE VERSE, the following Verse was revealed:
"Not equal are those believers who sit (at home) except those who are disabled (by injury or are blind or lame etc.) and those who strive and fight in the cause of Allah." (4.95). -- Sahih Bukhari, Volume 6, Book 61, Number 512

OUR DEBATE QUESTION:
We shall seek an answer as to why the initial verse of Quran 4:95 was so quickly abrogated.  Our Debate Question is: "Which is more likely, 1) that the perfect, all-knowing god of the universe was initially unaware of blind and disabled people, or 2) that the imperfect Muhammad had forgotten about such people when he was first making up this verse?"

Both are not correct
The critic seems to be unaware of the basics of Quran,Quran is not revealed at a stretch
It is revealed in stages INTERACTING WITH THE CIRCUMSTANCES(not in the blue sky).
For eg: 4:97 (2 verse after this)was revealed criticising those who didn’t emigrate from makkah but later an exception was made in next verse when there was man who could not emigrate due to disability
Alcohol was prohibited in response to a complaint .
Dhihar (A type of divorce) was prohibited in response to a complaint of women
The explicit reward of women was revealed in response to a women

In all the case Above we can see that the almighty God is intracting with situations and men
In 4:95 God is not correcting anything instead he is adding an exceptional clause just like 4:97
The only difference is exceptional clause of 4:97 is in the next ayah whereas for 4:95 it is in same ayah

And God almighty is Well aware of the blind and mentioned them in 23:62 and repeating it in 4:95 and 4:98 is because Quran interacts with situations
And all knowing God is aware of the upcoming situations and if he revealed them in advance the those situations won’t be there
Ibn ‘Abbas said: The Qur’an was revealed in its entirety and placed in the Abode of Glory in the lower heaven. Subsequently, Gabriel revealed it to Muhammad in response to speech and actions of the people.
